The Australasian Railway Association (ARA) has lodged a submission to the New Zealand Infrastructure Commission’s consultation on the Draft National Infrastructure Plan, emphasising rail’s critical contribution to the country’s economy, communities and long-term sustainability.

The draft plan provides a comprehensive assessment of the challenges facing infrastructure delivery in New Zealand and sets out 19 recommendations to address them. These recommendations fall under four key areas: establishing affordable and sustainable funding; clearing the way for infrastructure; starting with maintenance; and right-sizing new investment.

In its submission, the ARA expressed strong support for several of these recommendations, particularly those aimed at improving planning, funding and asset management for transport infrastructure. The ARA stressed that a long-term vision for rail investment, combined with a greater focus on infrastructure maintenance, is essential to ensuring reliable, productive and sustainable rail services.

The submission also reinforced the significant benefits that rail delivers to New Zealand, including reduced congestion, lower emissions, improved safety, and strengthened supply chains. By aligning infrastructure priorities with these benefits, the ARA believes the draft Plan could help create a more resilient and efficient transport network.

The ARA looks forward to continuing to work with the New Zealand Infrastructure Commission and industry stakeholders to progress these reforms and realise the potential of rail to support New Zealand’s infrastructure future.
