The latest amendments to the Safeguard Mechanism were finalised last week, confirming a new rail transport production variable definition that will better recognise industry action to decarbonise its operations.
The previous definition focused on the use of rollingstock that combusts fuel, which would limit the industry’s ability to demonstrate reduced emissions through the use of other technologies such as battery electric traction under the Safeguard Mechanism.
The ARA, together with the Freight on Rail Group and industry representatives, engaged with the Department of Climate Change, Energy, the Environment and Water on the need for a revised definition to support the industry’s efforts to decarbonise last year.
The new, technology-neutral definition is more consistent with definitions applied to other industries and will ensure the industry’s significant work to decarbonise can be appropriately recognised as new technologies are adopted.
The Safeguard Mechanism amendments also set priority international best practice benchmarks for new facilities and facilities producing new products.
