This week the ARA lodged a submission in response to the New Zealand Government’s consultation on its draft Government Policy Statement for land transport 2024-34.

The ARA’s submission highlighted that there is an opportunity for the draft GPS to be amended to ensure that is takes a more holistic view of the land transport network as an integrated system, recognising that rail is a fundamental component. It is important to ensure that no single transport mode is provided additional focus without consideration of the potential implications for the broader transport network.

The ARA has recommended that the New Zealand Government increase its planned funding of the rail network over the coming years, with a particular focus on ensuring that both road and rail infrastructure is maintained and improved appropriately to deliver a more resilient and reliable transport network. It was also recommended that the draft GPS be amended to ensure a greater focus on decarbonisation, in recognition of the significant sustainability benefits that the rail system provides.
