AUSTRALIA has had an on-again, off-again relationship with light rail.
Once the backbone of transport in major cities during the 20th century, it was gradually sidelined by cars and buses and all but disappeared except for in Melbourne by the1960s – at a time when our population was about 16 million less and we were not facing the impacts of climate change.
