The ARA has launched Australia’s first climate resilience framework for rail, giving the industry a clear, nationally consistent guide for strengthening rail networks as climate impacts intensify.  

The framework is designed to help rail organisations assess climate risk, prioritise investment, and build resilience into operations, assets and long-term planning. 

Extreme weather is creating more frequent and more disruptive impacts across transport. Rail needs to keep moving during major events and recover quickly when disruptions occur. This framework sets out a practical approach to improving resilience, redundancy, reliability and response across passenger and freight networks. 

Developed by the ARA’s Resilience Working Group, the framework provides practical guidance to identify and understand climate risks, implement resilience measures, and embed resilience into business-as-usual decision-making. It is intended to support safe and reliable rail operations during and after climate events, with a focus on practical actions that organisations can apply in real-world settings. 

The framework is designed to assist operators of critical rail infrastructure under the Security of Critical Infrastructure Act 2018, while also offering useful guidance for the broader industry. It supports more consistent approaches across organisations and jurisdictions, helping to lift coordination and target resilience measures where they will have the greatest effect. 

The release of the framework comes as the ARA continues to advocate for sustainable investment in funding for resilience upgrades across the national freight network.  

The ARA will review and update the framework over time. Members are encouraged to use it to inform resilience planning, strengthen investment decisions, and support consistent approaches across the rail sector.
