David Franks

Chief Executive Officer

David Franks is CEO of Keolis Downer, a leading provider of multi-modal public transport in Australia.

With over 40 years’ experience, he has led major transport organisations across the UK, Europe, the Middle East, and Australia. He was CEO of a UK transport group, Stockholm Metro, and Ireland’s Iarnród Éireann and later led Dubai’s Metro and Tram networks.

David has previously served on the ARA Board, contributing to strategic leadership and industry advocacy. He has chaired the Institution of Railway Operators and held governance roles with the UK Office of Rail and Road and British Transport Police Authority. He has also served on the PTAANZ Board. His leadership has shaped efficient, innovative, and customer-focused public transport systems globally.

The Australasian Railway Association acknowledges the traditional owners and custodians of Australia, and their continuing connections to the land, waters and communities. We pay our respects to them and to their elders past, present and emerging.
