Last week, the ARA and National Transport Commission (NTC) met again to discuss the great progress on the review of the Rail Safety National Law (RSNL). We are confident that improvements will build on this landmark piece of legislation and deliver further positive outcomes for industry.
In 2012, the RSNL led to the establishment of the Office of the National Rail Safety Regulator (ONRSR), which has been a very positive step forward in safety for our industry and the efficiency with which it is regulated.
Since then, there have only been minor amendments to the RSNL. The NTC is leading a more significant review to examine:
· Whether the law best positions the ONRSR to deliver its regulatory functions efficiently, and
· If it is flexible enough to support the safety aspects of rail reform and the National Rail Action Plan’s focus on interoperability and harmonisation.
