An ARA survey has identified key procurement and assurance improvements that could increase productivity and efficiency across the rail supply chain.

The survey was delivered as part of a project to investigate the benefits and most appropriate approach to national pre-qualification and assurance in rail to improve consistency, reduce duplication, increase transparency and strengthen productivity in procurement.

The survey found current procurement practices create duplication, impose disproportionate requirements when completing tenders and restrict the range of procurement processes available.

Survey respondents also reported current assurance processes contributed to redesign and re-work as a result of late input, unclear requirements and a lack of coordination.

The survey findings have been shared with agencies and operators to inform the development of a national framework for pre-qualification and assurance. This will include consideration of what a practical reform pathway could look like, grounded in both procurer requirements and industry experience.
